Job Title: Dean of Education
Responsible to: President and Council of the College of Psychiatrists of Ireland
Job Specification:
The role of Dean of Education is to be the key leader in Education for the College. The Dean is responsible for the design and delivery of the BST Programme, the HST Programme, and the CPDSS Programme. He/she will also contribute to the educational content of the PCS Programme.
This is a senior appointment for the College. The Dean will be the key leader of developments in the College’s training programmes and will work closely with the Chief Examiner, Head of Continuous Assessment, Head of Accreditation, Head of Courses and elearning, Chair of the Postgraduate Training Committee (PTC), the PTC Committee and Postgraduate Training Manager. The Dean is also a member of Council and Management Committee and will be a Trustee of the College.
The Dean will develop an action plan to progress this work and will lead the Department so that it can meet the requirements set down by the President of the College and the Medical Council.
Key Responsibilities:

To lead the strategic planning for the Department and work with the Department Manager to translate agreed strategic plans into an operational work plan for the Department.

Ensure that the Department’s performance achieves its strategic and annual business plan objectives and budget and report to the Management and Council on a regular basis.

Design and oversee the delivery of special medical training programmes in accordance with approval received from the Medical Council and policies and procedures set out by the College.

Oversee the quality assurance of the training programme via appropriate accreditation of schemes, courses, and posts.

Oversee policies and processes around the recruitment and retention of trainees in CPsychI training programmes

Design and ensure the delivery of the CPD SS programme in line with the annual HSE SLA.

Provide leadership to the Manager and team members of the Department in fulfilling the aims of the Department.

Develop appropriate education and training methodologies in line with best practice.

Contribute to policy development in relation to education and training.

Build a professional reputation for excellence in the development and delivery of Postgraduate Medical training.

Represent CPsychI and attend meetings with external bodies such as HSE NDTP, the Forum of Postgraduate Training Bodies, the Medical Council and others as required.

Together with the Head of E-Learning and Courses, lead the development of teaching for the BST and HST programmes, consistent with the curricula and best international practice

Together with the Director of Curriculum and Continuous Assessment, lead the delivery, review, and further development of training curricula and the continuous assessment process.

Together with the Chief Examiner ensure that the CPsychI Membership Examination complements the continuous assessment process and is consistent with curriculum development.

Together with the Head of Accreditation, ensure the highest quality of training posts and programmes using appropriate review and quality assurance processes

Any other duties that are required by the College’s agreed strategic plan as approved by Council.
Other information:
The post will be for 2 years and 3/5 days per week on a secondment and will be based at the College’s premises at 5 Herbert Street, Dublin 2. One of these days (currently Thursday) will be the preferred day for PTC and other committee meetings.
Applicants must be Consultant Psychiatrists of at least 5 years experience and must have at least 2 years to go before their employment contract expires.
They must be on the specialist register and be PCS Compliant.
Previous experience and qualifications relevant to a leadership role in medical education is preferred.
Attendance at regular monthly meetings of the Management Committee and quarterly meetings of Council is required.
The Dean is answerable to the President and Council in all matters.
The Governance of this position is through the Management Committee to the President and Council.
The position will be supported by the Postgraduate Training Manager and team.
